Elt Driver



The Electronic Lien and Title (ELT) program provides paperless vehicle titles to participating financial institutions. The ELT program exchanges lien information between the Georgia Department of Revenue and the financial institution facilitated by one of the service providers listed below. ELT also includes transactions that allow the lienholder to send electronic messages to the jurisdiction. For example, a lienholder can use the Lien Release transaction to notify the jurisdiction when a lien is paid off. Once processed, the jurisdiction creates and mails a paper title to the owner.

The Electronic Lien and Title (ELT) program enables the DMV and lending institutions (lienholders) to exchange vehicle and title information electronically.

Lienholder participation is mandatory! The DMV no longer processes non-ELT titles from dealers or financial institutions.

Mopeds and off-highway vehicles are included in the ELT program.

Lienholders who join ELT no longer have to:

  • retrieve a title from a conventional file when the lien has been satisfied
  • physically satisfy (sign off) a lien on a title or lien release
  • mail a title to a customer
  • apply for a duplicate title to replace a lost title

Lienholders first enroll with a service provider. The Nevada DMV will assign a unique ELT number to each lienholder.

  • Paper titles are submitted to the DMV under the same procedures as always when a lien is first created.
  • The DMV transmits the recorded electronic lien to the service provider through a 'hub' service, eDS. Lienholders can log in, view and manage their liens on the service provider's website.
  • When a lien is satisfied, the lienholder releases it electronically through their service provider.
  • The DMV prints and mails a paper title to the customer.

The DMV's 'hub' provider, eDealer Services, works with a number of service providers. You may contract with any provider listed on the eDS website:

Service providers charge fees for their services. The DMV does not regulate pricing. Contact several providers and choose the one best suited to your needs.

There are no additional fees for the Department to process an ELT. The DMV prints and mails titles following a lien release at no charge.

ELT Participation

If you finance vehicles yourself, you must contract with an ELT service provider. See 'How to Enroll' above.

Your lenders will give you their Nevada-assigned ELT number that will be used to request an ELT. This number is used on both the EDRS and on the title paperwork you submit to the DMV.

Do not use an ELT number from another state.

EDRS

The Electronic Dealer Report of Sale accepts ELT numbers. When adding the lienholder:

  • With the addition of the ELT number on the EDRS, the title will be processed as an ELT
Printed Title (no change):
  • Select the radio button for an individual or business
  • Enter the name, address, and DL, ID or FEIN number
  • The title will be processed as a print title

Title Submission

The title process remains the same except that you must provide the ELT number on the title paperwork to request an ELT. The required time for submission of title documents has not changed. Lien sales, abandoned, junk and salvage vehicles are all handled in the same manner.

Expedited title processing is available when a paper title is submitted for ELT. See 'How does ELT affect expedited titles?' below.

ELT Processing

When a title is submitted with a lienholder and the lienholder’s ELT number is listed, the title will be processed as an ELT.

  • Vehicle ELT titles have a title number starting with ET followed by nine numbers.
  • OHV ELT titles have a title number starting with EHV followed by eight numbers.

All titles without a lienholder will be printed.

Expedited title processing is available when a paper title is submitted for ELT. Use the Application for Expedited Processing/Shipping of Nevada Title (VP 265 - PDF)

Once the title is processed and passes quality control, it will be transmitted that night to the lienholder. Expedited shipping will not be required.

Any expedited requests that do not have the correct fees included will be returned via regular mail to the requester.

The procedures for lien sales, salvage and junk vehicles remain the same. Lienholders must comply with court orders.

If there is an ELT lienholder on a vehicle sold through a lien sale or transferred by court order, the DMV will send an electronic notification to the lienholder that the previous title is no longer the current title.

Yes, lienholders can order a printed title through their service provider. Registered owners may not order a printed title.

Expedited title shipping is available via Federal Express. This can be ordered through your service provider but you may not use your own FedEx account.

What information is included in an ELT file? How is it sent?

All of the printed information contained on a title is transmitted to the department's 'hub' provider, eDS, which then forwards the files to the service providers. Files are transmitted in nightly batches over secure networks.

The title number is unique for vehicle ELT titles and OHV ELT titles.

  • Vehicle ELT titles have a title number starting with ET followed by nine numbers.
  • OHV ELT titles have a title number starting with EHV followed by eight numbers.

The registered owner is not notified that the lien has been perfected.

Lienholders conduct transactions with their service provider, which then forwards them to eDS and the DMV.

Since the title records are electronic files, losses will be minimal. If the lienholder has a loss of data, they will need to work with their service provider to restore the data.

The ELT lienholder can electronically request a lien release (title will be processed without the lienholder) or request a printed title with the lienholder listed (fees apply for printing).

You cannot apply for a duplicate ELT title using a paper form.

The same title documents required to apply for a paper title are also required for an electronic title. Title documents are entered into the Department's computer system and are handled and examined the same as if paper titles were to be issued.

The change occurs when the title is ready to be issued. Instead of issuing a paper title certificate, an electronic notification will be sent to the lienholder.

When an electronic lien is satisfied, a lien satisfaction will be sent electronically to the Department. The DMV will then print and mail a 'clean' paper title to the vehicle owner.

ELT for Consumers

An electronic lien release is sent to the DMV. The DMV removes the lienholder, processes a new title and mails it to the registered owner. There is no fee. Make sure your lienholder has your correct address.

If the title is not an ELT title, the lienholder will sign the release and mail the title to the registered owner, who is then responsible for submitting the title to the DMV to have the lienholder removed. See Lien Pay Offs & Lease Buy Outs.

There will be no impact on the consumer. The new lienholder will pay off the lien and the current lienholder will release their lien. A paper title will be mailed to the new lienholder, who will complete and submit it to the DMV to be added as the lienholder.

No, all lien releases on ELT titles must be completed by the lienholder electronically.

The lienholder is required to provide an address for any title that will be mailed. The title will be mailed to the address provided, registered owner, dealership or financial institution.

Please ensure your lienholder has your current address.

The registered owner will need to apply for a duplicate title using the Application for Duplicate Nevada Certificate of Title (VP 012 - PDF). This can be notarized and mailed or submitted in person at a DMV office.

Use a Payment Authorization Form (ADM 205) to pay the fees by credit or debit card.
